Increasing cost pressure and higher efficiency expectations require an agile IT and flexible processes in public administration. Application landscapes which have grown up over many years and are frequently heterogeneous often no longer meet these demands. A lack of maintainability and expandability, outdated technology and no longer available expert knowledge make modernization and migration of business applications and electronic registers unavoidable.
Such application migrations often affect the entire application landscape and sometimes take several years. Business applications must also be permanently available during the migration; their development must not be interrupted during a migration. This is because requirements arising from laws and decrees often have to be implemented at very short notice even though a migration is taking place – which can pose a significant risk to the migration. For these reasons, a migration can only be successful if the maintenance and development of existing systems is taken into consideration from the start.
We have therefore developed a process model, a migration plan and an integrated migration program especially for public administrations which take into account the needs of a migration (requirements, deadlines, resources) and at the same time consider the requirements of ongoing maintenance and further development.
