Registers form the backbone of a modern, networked administration. Essential information required for the provision of administrative services is stored in hundreds of different types of registers. However, there is currently a lack of systematic networking, which slows down the exchange of information between authorities and makes processes cumbersome.

Register modernisation aims to implement data exchange according to the ‘once-only principle’ and thus ensure a seamless, secure data flow across all administrative levels - from the EU to the municipal level. msg supports public institutions with well thought-out strategies and solutions for efficient and secure register modernisation in order to optimise administrative processes and drive digital transformation.

Register modernisation - are you ready?

On the path to end-to-end digitalisation, considerable challenges must be overcome at the interface between public authorities, citizens and companies: A large number of different systems must be networked, data protection requirements must be met, legally compliant data retrieval must be ensured, complex data models must be standardised and uniform transport protocols must be implemented. This will not only speed up the processing of requests for citizens and companies, but will also noticeably reduce the burden on the administration itself.

We facilitate the organisational and technical connection to the national Once-Only-Technical-System (NOOTS) for OZG online services, specialist procedures and registers. We also modernise and optimise registers in both traditional and cloud-based environments. 

Our expertise includes the definition of evidence in accordance with the standards of the Register Modernisation Act (RegMoG) and the maturity model. Another important part of our services is data migration for registers, with which we optimise existing register data for the provision of proofs. 

We also integrate your registers into the identity data retrieval (IDA) and the basic register for companies in order to keep your identity data up to date at all times. By connecting to a data protection cockpit, we ensure compliance with all data protection regulations. Finally, we customise your operating processes and support you in the introduction and operation of NOOTS in accordance with the applicable guidelines. 

The Register Modernisation Act paves the way

At the beginning of 2021, the Register Modernisation Act (RegMoG) was passed, which, together with the Online Access Act (OZG) and the Single Digital Gateway Regulation (SDG-VO), represents one of the most ambitious digitisation projects in public administration in Germany.

Together with the Identification Number Act (IDNrG) and the Basic Business Data Register Act (UBRegG), the foundations are being laid for cross-register identity management for citizens and companies.  

The digitalisation and networking of registers will significantly simplify the exchange of verification data within the German administration in future. 

In accordance with the SDG Regulation (SDG-VO), this data exchange will even be possible across borders - and all without time-consuming administrative procedures.

Dirk Mögenburg is an experienced IT consultant who accompanies his customers on the path to digital transformation - with a focus on register modernisation, the German Administration Cloud and the Online Access Act (OZG). He has been developing customised IT solutions based on standard components for over 20 years. At msg, he and his team are responsible for register modernisation and have been actively contributing their experience to the design and implementation of the National Once-Only-Technical-System (NOOTS) since 2023.
