Digitalisation in the ÖGD: more resilience, better care

The Public Health Service (ÖGD) plays a central role in protecting and promoting the health of the population in Germany. Especially in times of crisis, such as during the COVID-19 pandemic, the ÖGD takes on essential tasks - from monitoring infectious diseases to coordinating vaccination campaigns.

msg - your digitalisation partner for the ÖGD

msg supports the ÖGD in implementing the BMG's maturity model and ensures an efficient digital transformation in all eight dimensions. We develop customised digital strategies, optimise IT interoperability and strengthen IT security.

The digitalisation of the ÖGD offers numerous advantages, but also brings challenges that need to be overcome in order to ensure crisis resilience in the digital transformation. A key problem is the lack of interoperability of IT systems, which means that data collection and the exchange of information are often inefficient and insecure. This is particularly critical as the often highly sensitive data must be protected in accordance with the strict requirements of the GDPR. The use of new technologies is made even more difficult by insufficiently qualified personnel in the areas of data protection and data management.  

msg supports the ÖGD as a trusted digitalisation partner in the successful implementation of the maturity model of the Federal Ministry of Health (BMG). We support the ÖGD in all eight dimensions to ensure an optimal digital transformation. We offer customised digitalisation strategies, clear responsibility structures and monitoring of the digitalisation budget to ensure a targeted and efficient transformation.  

We optimise technical coordination for the interoperability of IT systems to ensure the best possible use of resources. Our innovative communication strategies sensitise employees, encourage their participation and support them with targeted training courses. We document, automate and evaluate processes through process digitalisation in the health authorities.  We optimise IT service processes according to your needs and support you in the procurement and management of IT infrastructures. In doing so, we take into account and improve IT security management and sensitise specialists in dealing with IT security risks and attacks.  

For a modern, citizen-centred administration, we strengthen interaction through digital services such as online advice, appointment bookings and applications. 

With our comprehensive expertise, we support the ÖGD in increasing its digital maturity and successfully implementing the digital transformation.

Einführung SORMAS und Prozessautomatisierung im Gesundheitsamt Nürnberg

Von Juli 2021 bis April 2023 unterstützte die msg systems ag das Gesundheitsamt Nürnberg bei der erfolgreichen Einführung der E-​Health-Software SORMAS zur Bewältigung von Covid-19. Zusätzlich wurde das Climedo Symptomtagebuch integriert, Isolationsbescheide versandt und Prozesse optimiert. Nürnberg entsprach den bundesweiten Vorgaben für SORMAS und war einer der größten Nutzer in Deutschland. Die Zusammenarbeit erfolgte eng mit dem Landesamt für Gesundheit und Lebensmittelsicherheit sowie dem Staatsministerium für Gesundheit und Pflege.

From 18 to 19 March 2025, more than 3,000 experts from administration, business and science came together in Berlin to discuss innovative solutions for the digitalization of administration under the motto “Digital administration goes on air”.

Digital twins create virtual representations of real systems - such as cities or industrial plants - in order to evaluate data in real time and carry out simulations. In the public sector, it is used to optimize urban processes, such as traffic planning or environmental monitoring, and thus improve the quality of life.

While these participants possess significant knowledge, they may also exhibit a degree of bias due to their established perspectives. Introducing an artificial intelligence (AI) as one of the participants could provide a refreshing dynamic.

Enterprise Architecture Management (EAM) serves as key for optimizing of IT infrastructures through transparency, strategic planning and efficient communication. The central tasks of EAM are the collection, documentation and planning of the IT landscape to ensure an efficient and sustainable IT architecture.

Uwe Koblitz is Head of Public Health Services at msg and has been with the company since 2016. His focus is on the digitalisation and optimisation of processes in the ÖGD. He manages projects at federal level in the Federal Ministry of Health (BMG), at state level and directly in health authorities. He regularly organises the ÖGD Forum for the exchange of information between health authorities.
