Shaping digital policy: Balancing technology, society and regulation

The federal and state governments face the challenge of effectively integrating digital policy committees and stakeholders and making well-founded decisions. msg supports them with expert advice, strategic committee management and evaluation methods to steer digital transformation processes in a targeted manner.

Politics and administration are faced with the general challenge of shaping digital policy against the backdrop of accelerated technological developments, increasing social complexity and growing political volatility. In a digital society characterised by rapid and unpredictable change, politics and administration are required to generate target-oriented compromises from the requirements of a growing number of interest groups. This involves understanding the interactions between digitalisation and society and evaluating the impact of different digital policy measures. By combining digital expertise and in-depth methodological know-how in the above-mentioned service areas, msg helps to identify and address both design and regulatory requirements as well as the utilisation potential of digital change in this area of conflict.  

The federal and state governments have numerous formally convened committees that deal with various aspects of digitalisation, develop design options and prepare resolutions. msg supports these committees with sound specialist advice and structured, professional committee management - from the optimisation of internal processes to efficient resolution management.

In addition, we enable public clients to specifically involve digital policy stakeholders who operate outside of formal committee structures. Using our tried-and-tested set of methods, we identify strategically relevant target groups, record and analyse their requirements and prepare them in a way that is appropriate for the target group. In this way, we create a sound basis for decision-making for digital measures that do justice to the diverse interests.

Our evaluations and impact measurements provide reliable findings on the effectiveness of digital policy measures - whether at project, measure or legislative level. It lays the foundations for an efficient digital infrastructure, regulates the handling of data, promotes digital education and strengthens technological sovereignty. Review

From 18 to 19 March 2025, more than 3,000 experts from administration, business and science came together in Berlin to discuss innovative solutions for the digitalization of administration under the motto “Digital administration goes on air”.

In the public sector, it is used to optimize urban processes, such as traffic planning or environmental monitoring, and thus improve the quality of life.

While these participants possess significant knowledge, they may also exhibit a degree of bias due to their established perspectives. Regina Welsch

Head of Digital Policy Department

Regina Welsch heads the Digital Policy department at msg and has been with the company since 2019. Her focus is on fundamental issues of digitalisation. Her responsibilities at msg include the evaluation of laws as well as political and strategic measures. She and her team are also responsible for stakeholder and citizen engagement processes and international digital policy. In 2021, she led the preparation of the NKR report ‘Digital administration needs digitally suitable law - the modular concept of income’.
